                  General Situation

Lishui, located at the southwest of Zhejiang province, covers an area of 17, 300 square kilometer in total, accounting for 1/6 of the land area of Zhejiang province, has a population of 2.66 million, and has 9 counties (cities/districts), i.e. Liandu District, Longquan City, Qingtian, Jinyun, Suichang, Songyang, Yunhe, Qingyuan, and Jingning. Jingning is the only one She autonomous county in China.

Infrastructure

Railway  Jinhua-Lishui-Wenzhou rapid transit railway was completed and opened to traffic at the end of 2015, by which it only takes 1.5 hours to travel from Lishui to Hangzhou, a half hour to Wenzhou, and 2.5 hours to Shanghai. Jinhua-Lishui-Wenzhou railway runs through the center of Lishui, greatly facilitating freightage and passenger transport. The railway network connects Lishui to Wenzhou and Jinhua, and reaches Ningbong-Xiamen rapid transit railway and Zhejiang-Jiangxi rapid transit railway network.

Freeway  Freeway network has totally covered Lishui, and connects national trunk highways via Changchun-Shenzhen Freeway, Longli-Lilong Freeway and Shanghai-Kunming Freeway. By freeway, Lishui is 120km away from Wenzhou, 280km from Hangzhou, and 420km from Shanghai and Fuzhou.

Airport  Lishui is 120km away from Wenzhou Airport, 100km from Yiwu Airport, 280km from Xiaoshan Airport, and 480km from Shanghai Pudong International Airport. Freeway service to travel from Lishui to all of the abovementioned is available. The construction of Lishui Airport is going to be commenced.

Port  Cargoes from Lishui mainly are exported via Ningbo Port, Shanghai Port, Wenzhou Port, etc.

Water Supply  Water for the industrial park is supplied by Lishui Municipal Water Supply Company.

Sewage Treatment  Sewage reaching the standard drains into Lishui Municipal Sewage Treatment Plant for treatment.

Power Supply  Power is supplied by the bulk grid in east China.

Telecommunication  The communication channel capacity of telephone, mobile phone and internet is large, reaches a domestic first-class level, and can meet the needs of communication for information under the support of advanced technology. 

 

Natural Resources

Lishui has prominent ecologic dominance. The climate is mild, mountains and rivers are beautiful, and there are abundant vegetations. The forest coverage rate reaches up to 81%, and the mean concentration of negative oxygen ions in the air reaches nearly 3, 000/cm3, making Lishui known as the “Green Land in Zhejiang”, “Oxygen Bar in East China”, and the “First Ecological City in China”. In 2015, Lishui ranked among the top ten cities with quality air over the country, and Qingyuan county was regarded as the “No. 1 Ecological County in China”. The average life span of people in Lishui reaches 78.33. Lishui is worthy of the name of “Gorgeous Lishui, Leisure Resort, and Longevity Town”.

Lishui is rich in water. The per capita fresh water resources in Lishui reaches 4.7 times of that of China. The water quality is high. 98.96% surface water reaches national Classes I, II, III standards, and the proportion of Class I water reaches more than 40%. There are six water systems in Lishui, i.e. Ou River, Qiantang River, Feiyun River, Jiao River, Minjiang River, and Saijiang River, giving Lishui a name of the source of six rivers.

There are over 3, 800 plant species and 505 vertebrate species in Lishui, so that Lishui ranks first in Zhejiang in respect of animal and plant resources. The number of the discovered mineral varieties reaches 57, including 25 metallic mineral varieties; the major mineral varieties include gold, molybdenum, lead, zinc, zeolite, pyrophyllite, kaolin, etc., which are highly worth mining. Jinyun zeolite ore is one of the three major zeolite ores in China. 

Lishui is also rich in hydroelectric resources. The conventional hydroelectric resource available for development reaches 3, 278, 000KW, almost taking up 40% of the hydropower potential of Zhejiang. Presently, there are 33 large and medium hydropower stations in Lishui, including Tankeng Hydroelectric Station, Jinshuitan Hydropower Station, etc.. Thus, Lishui was awarded with a title of “No. 1 Hydropower City in China” by the Ministry of Water Resources.

 

Economic Development

 

In 2015, Lishui realized a gross regional domestic product of RMB110. 234 billion, increasing by 6.4% comparing with the previous year. The value-added of the primary industry reached RMB9.142 billion, of the secondary industry reached RMB50.299 billion, and of the tertiary industry reached RMB50.793 billion. The ratio of the value-added of three industries was 8.3:45.6:46.1. The tertiary industry became the primary driving force of economic growth of Lishui. In 2015, the general financial revenue reached RMB15.166 billion, twice over that in 2010, representing an average annual growth of 14.6%. The general public budget revenue reached RMB9.457 billion, 2.1 times of that in 2010, representing an average annual growth of 16.0%. The urban per capita disposable income and the rural per capita disposable income reached RMB32, 875 and RMB15, 000 respectively, representing a year-on-year growth of 8.1% and 10.0% respectively. Besides, Lishui ranked first for seven consecutive years in respect of peasants’ income growth rate. 

 

Characteristic Agricultural Industry

Lishui is an important green agriculture and forestry product base in the Yangtze River Delta area and the Straight Western Economic Zone, which abounds in well-known edible fungus, tea, bamboo shoots, white lotus, oranges, tangerines, snow pear, freshwater fish, etc.. Presently, 833 branded agricultural products have passed the certification of organic food, green food, and pollution-free agricultural product.
Edible fungus: A special local product of Lishui. Lishui is the home of artificial cultivation base of lentinula edodes around the world, and is the largest production and marketing area of edible fungus in China. The annual output of (dried) lentinula edodes of Lishui reaches about 35, 000 ton. There are more than 20 species of artificially cultivated edible fungus. Straw rotting fungus, rare and valuable edible and medicinal fungus and wild fungus are the current main development directions.
Fruit: The solid mountainous regions in Lishui are suitable for growing many kinds of fruit. The fruit planting area reaches more than 500, 000 mu (=0.0667 hectares), and the annual output reaches nearly 400, 000 ton. There are over 20 species of fruit, among which ponkan, snow pear, red bayberry, and castanea mollissima are superior species. Tea: Lishui falls into Class 1 suitable distribution area of green tea. Through unremitting efforts to develop tea industry by
optimizing tea variety, ecologicalization of quality, branding products, production standardization, and intensive management over the past years, remarkable achievements in tea industry development have been made. 30 enterprises have passed the national organic tea certification, 4 tea brands have passed the green food certification, 5 tea brands have been identified as Zhejiang famous-brand products, 18 tea categories have passed the Lishui ecological tea certification. The representative famous teas of Lishui including Jingning Huiming, Songyang Yinhou, Suichang Longguliren, Liandu Meifeng tea, Longquan Fengyangchun, White Swan tea, Qingtian royal tea, Yunhe Xiangonghao, Qingyuan Qinyuanchun, Jinyun Dinghu tea, etc., among which Jingning Huiming and Songyang Yinhou are among the top ten famous teas in Zhejiang. Suichang County was rated by the Ministry of Agriculture as a pollution-free tea production base, and the South Zhejiang tea market in Songyang ranks first nationwide in respect of sales volume of tea producing area market.

With the deepening of the fine ecological agriculture 361 project, the influence of the brand of Lishui Shangeng further rises. Lishui has launched on building itself into a provincial level modern ecological and circulatory agriculture demonstration city and an agricultural product quality safety demonstration city. Besides, Lishui ranks first in Zhejiang in respect of overall acceptance percentage in routine spot check of quality safety of agricultural products. Suichang has become a national modern agriculture demonstration area.

 

Leading Industrial Sector

Lishui is an important characteristic manufacturing base in the Yangtze River Delta area, and have developed eight leading industries, including mechanical equipment manufacturing industry, stainless steel industry, daily-use chemical industry, synthetic leather and shoe leather down and feather products, agriculture and forestry products processing, culture creativity, new materials, biological medicine, etc.. A host of enterprise groups have emerged, including Cnnice, Eral, Kaien, Founder, etc. Industrial innovation and development were promoted stably, transformation and upgrading of traditional industries sped up, and strategic emerging industries such as new energy resource, new material, robot, and biological medicine, etc. rapidly developed. In 2015, the gross output of industrial enterprises above designated size in Lishui reached RMB169.753 billion.

E-commerce

 

The e-commerce in Lishui becomes increasingly influential. In May 2015, the countrywide rural e-commerce on-the-spot meeting and the countrywide information entering villages and homes pilot promotion meeting were successfully held in Suichang; in November 2015, the first “Internet + Beautiful Village” summit forum was held in Songyang; in December 2015, the “Third China · Taobao Village Summit Forum” was successfully held. According to incomplete statistics, the participants in activities relating to rural e-commerce held in Lishui accumulatively reached over 3, 000 person-time in 2015, including experts, scholars, government officials, e-commerce practitioners, etc. from across the county. Besides, the “Suichang Fair Mode” was commended by the vice prime minister Wang Yang at the “Internet + Modern Agriculture” Development Situation Working Conference; the Ministry of Commerce sent a document to explicitly identify Suichang as a pioneering county of rural e-commerce. Following Suichang, Jinyun County was identified as one of the second batch of e-commerce demonstration counties. Related reports of Alibaba show that Yunhe, Jinyun, Qingyuan, Songyang and Longquan are among the national top 100 e-commerce counties, and Yunhe is one of the 25 counties where the e-business is most active over the country; 10 Taobao villages increased, so that the number of Taobao village in the whole city reaches 15; 7 online characteristic pavilions and industrial belts the were constructed and launched, including the “Taobao Characteristic China · Longquan Pavilion”, “Taobao Characteristic China · Songyang Pavilion”, “Taobao Characteristic China · Jingning Pavilion” and “Alibaba · Yunhe Wooden Toy Industrial Belt”, serving thousands of e-businessmen, and closing deals with amount more than RMB100 million. In 2015, over 2, 000 batches of delegation in total came to Lishui for exchange and investigation on e-commerce.

Investment Policy

Foreign-invested enterprises shall be subject to corporate income tax at the rate of 25%, eligible small low-profit enterprises at the reduced rate of 20%, and new high-tech enterprises supported by the state at the reduced rate of15%.

Foreign-invested enterprises invested to set up in the Jingning She Autonomous County or in the Jingning Ethnic Industrial Park in Lishui Development Zone are entitled to a preferential income tax policy set for ethnic autonomous regions.

Foreign-invested projects will preferentially get land supply. Large good projects with high scientific and technological content, high output-input ratio, and strong driving force will get incentives not higher than 30% of the price of the acquired land. As to specially major projects, the principle of “a policy specific to a project” can be implemented to give a stronger policy support.

Foreign-invested enterprises are encouraged and supported to make technical innovation and transformation, and the eligible projects will get loan with discounted interest or subsidies.

Private enterprises are encouraged to “absorb foreign investment based on non-government capital”, to set up foreign-owned enterprises. The enterprises which have absorbed foreign investment will be rewarded one-time by grade based on the actual sum upon the absorbed foreign capital being fully contributed and after being confirmed by the commercial department and the foreign exchange management department.

s eco-service industry has been rapidly developing through harmonization and coordination. In 2015, the service industry of Lishui realized an added value of RMB50. 793 billion, representing a year-on-year growth of 10.7%, and accounting for up to 46.1% of GDP. The rate of contribution of the service industry increased from 47.2% in 2014 to 71.3%, making the service industry the leading force driving the economic growth of Lishui. Especially, the role of ecological tourism in economic growth became further prominent. In 2015, the general income from the tourism reached RMB42.602 billion, representing an increase of 25.5%. Jiulong Wet Land was identified as a national wetland park. There were 103 commodity trading markets in total in Lishui, increasing by 4 comparing with that in 2014. The volume of business of the commodity trading markets in the whole year reached RMB32.514 billion, representing an increase of 13.0%. The number of the markets of which the volume of business exceeded RMB100 million reached 22, of which the volume of business in the whole year reached RMB19.647 billion. The number of the markets of which the volume of business exceeded RMB1 billion reached 7, of which the volume of business in the whole year reached RMB15.21 billion. A range of emerging service businesses were in the ascendant, including e-commerce, cultural creativity, information, science and technology, etc.. In 2015, Lishui realized an online turnover of RMB12.143 billion, representing an increase of 76.0%, and the surplus of network marketing reached RMB2.049 billion. Lishui became one of the national top 100 e-commerce developed cities and one of the 25 cities with the highest density of network retailers. There are 3 ordinary universities, 18 secondary vocational schools of various types, 22 regular senior secondary schools, 75 junior high schools, and 221 regular primary schools in Lishui, which recruited 28, 959 students, had 166, 329 students at school and output 24, 908 graduates; the proportion of students from primary schools entering schools of higher grade reached 100%. There are 344 medical and health institutions, including 238 hospitals and health centers, 9 maternal and child care service centers (clinic, stations), 9 centers of disease control and prevention (epidemic prevention stations), and 10 health supervision institutes (centers). 16, 086 health workers were employed, including 6, 200 medical practitioners and licensed (assistant) doctors, 6, 104 registered nurses. 10, 999 beds were provided.
